PIRATES

Pirates are threatening your convoys! We have deplyed an autonomous guard force to deal with any pirate trying to slip into the trade routes, but it is not enough. 

However, you don't control any convoy directly. Instead, you have to mark buoys to be safe or dangerous, so the convoys find themselves a safe path across the network.

Toggle buoys by clicking on them. Harbors can be toggled as well.
